How to call a C# application whenever a record in update or created

Hi All, 

I have one  requirement to call a C# application whenever a record is created , updated or status is changed.

Actually I have to send a text message to whatsup/telegram  whenever a record is created or updated.

Sending message to whatsup is ready but I am not getting how i can integrate it with CRM.

Please share your thoughts.
