CRM 2016 Offline capabilities

Offline support will only be available for Microsoft Dynamics CRM Online 2016 customers with 30 or more Enterprise or Professional licenses. Offline cache mode and drafts will continue to be available for all users.  

Does anyone know what it means? 

This means that if someone has 30 or more Pro (or Enterprise)CALs,

then he will have fulloffline capabilities like :

1. Edit existing records 
2. delete existing records
3. view dashboards
4. view all the records (not these that are cached )
5. etc
