How to stop the owner of an activity from getting switched to the BU they are in.

Hi,

I've been trying several things, but daily I have a user that is creating activities and the owner of the activity constantly keeps getting switched back to the users BU. Is this a queue management issue? I've checked and the emails and such should go to the default queue which is the user. I've checked the workflows and it seems to be nothing there. I've also gone and checked security privileges, but I'm not sure. Would love some outside help to re-go over what I might have missed.
