We have the Duplicate Detection jobs sitting as waiting. Async service is running, has been restarted, even CRM server restarted. This doesn't seem to have worked in about 8 months or so. We can send out direct emails okay.
I have the following setup in the DeploymentProperties table setup. Variations of these values does not help.
