CRM Client for Outlook Configuration Error

I installed Microsoft Dynamics CRM for Outlook on a Win 7 machine, 64-bit with 32-bit Outlook Client. The install goes fine. When I attempt to open the configuration wizard after the install, I get an error that the configuration utility has stopped working along with the following information:

This machine is on a domain and the user does not have administrative privileges on this machine. As a troubleshooting step, I logged in with domain credentials that have admin privileges and opened the configuration wizard without the error message. As an additional troubleshooting step, I installed the CRM client on another machine that is in the same organizational unit in Active Directory and logged in with a user without admin privileges and was able to open the configuration wizard without issue. This second machine is the exact same build as the one that is having this issue. I have also uninstalled the CRM client and removing all traces of CRM from APPdata folder and the user folder and also from the registry and attempted reinstallation with the same result when I attempt to open the configuration wizard. Also in doing some research I found that the .NET framework needed to be at least 4 and on this machine it is up to date at 4.5.

Any help with this issue would be greatly appreciated.
