Inactive contacts synced to outlook despite filter for active only

Situation:

I have an active contact in CRM synced to Outlook.
I have a duplicate contact record for the same person in Outlook that is not synced/tracked in CRM.
I want to merge these two contacts in to a single tracked contact.

Process:

I track the Outlook only contact in CRM to add them to the system.
In CRM I merge the two duplicate contacts. One is deactivated.
I return to Outlook and sync with CRM expecting the inactive contact to disappear.
Instead, I continue to see both the active AND the inactive contact.

I have the default filters applied. The My Outlook Contacts filter has only two criteria: Owner equals Current User AND Status equals Active. Yet it is still syncing the inactive contact.

Yes, I could just delete the inactive contact manually. But to do so I have to click through to the CRM record to determin which one it is. And I want to repeat this process for about 1000 contacts.
