Can we display the horizontal scroll bar(originally present at bottom of subgrid), on the top of the sub-grids ?

We get the horizontal scroll bar automatically at the bottom of subgrid as we add more number of columns to a subgrid . Can we have it on top of subgrids OOB or by  Javascript ? Also can I remove the below horizontal bar ?
