Workflow to associate all BookableResourceCharacteristics to ResourceRoles

Hello All,

Dynamics 365 Online with PSA

I am trying to configure a workflow to assign all existing Resource Characteristics (aka "Skills") to all Resource Roles with a RatingValue=1. In other words I want all resource roles to have the same resource skills with the same rating value. How would be the best way to create this?
