With System customizer access cannot see field properties in Forms

Hi Guys,

One of my colleagues have system customizer access but cannot open the field properties in Opportunity and Account forms. He has not tried for other entities. he gets insufficient access error. 

With sys admin access I can see the field properties.

So what level of access is required to see the field properties in the form editor ?
