Field permissions based on value?

We'd like to restrict all of the "Do Not Call", "Do Not Email", etc... fields such that anyone can set them to yes (i.e. say that a person should not be contacted), but only admins can reverse that to say that we can contact this person again now.  Trying to come up with the best way to do that.  Any business rule or workflow to enforce this would have to actually be a large list of workflows or rules, one for each field, as far as I can tell.  It's that, or have a second field for each field that stores the previous value, so we can do a comparison.  These both seem really unwieldy.  Or last option is to write a custom workflow activity, I suppose, as well as ideally some Javascript for the client-side.  Anything cleaner/more OOTB that I'm missing?

ETA:  To clarify, I know how to do the above options I mentioned; I'm just trying to see if I'm missing a cleaner but still OOTB way to do instead (i.e. no/less scripting or custom code, but not 20 extra rules and fields and workflows).
