Team member licences counts int MS Dynamicsc CRM Online seats

Dear,

my company would like to earn Silver Cloud CRM competency. One of the requirements is to have Deployed (assigned) 75 seats of MS Dynamics CRM Online,Microsoft Dynamics Marketing,Microsoft Social Listening  or Parature within the last 12 months. I m wondering does the Team member licences counts into this required seats?
