CRM 2011 On-Premise Override Volume Discount?

Is there any way to override the Volume Discount field on a Quote Product? In certain circumstances, the discount may not apply for whatever reason, however as far as I can see there is no way to make that an editable field.

I would prefer not to create another Price List just for the purpose of not having the discount list apply automatically.
