CRM2016 Email Activity sending Failed

I am trying to send a reminder to a customer about a contract which is expiring soon. 

At the top of the page I am working on the following is display:, "At least one recipient does not have an email address or is marked as "Do Not Allow" 

I ignored this and clicked send but got another message,"Communications Error This message cannot be sent to all selected recipients. Verify that both the sender and the recipients have valid email addresses, and that the recipients are allowed to receive emails."

I have installed the email router on my CRM server and Outlook for CRM. The contact I am sending email to has email and bulk email enabled. 

My mail was generated using a template. I have also enabled CRM to allow messages with unresolved email recipients to be sent.
