Slow CRM performance... could it be due to the Atlantic ocean?

We are new CRM 2013 users (starting from scratch in 2013). We are headquartered in Sweden, but have users here in the US, too. CRM and Office 365 were both purchased through our Swedish HQ.

I have noticed that CRM responsiveness is very slow here in the US. For example, it can take up to 17 seconds to add a contact to an account using the quick add form. I mean, after you fill in the desired info and hit save, it can think about it for 17 seconds before the Quick Add form goes away and the contact shows up on your account.

1) Is that wildly longer than what most people experiences with Dynamics CRM 2013?

2) Could it indicate that we in the US are accessing a CRM datacenter in Europe rather than one here in the US?

3) Third, If 2 is true, how can we make sure that US users are directed to a US datacenter?
