Workflow Generated Email intermittently creetes the email with a blank body/description

We have on-premise RU 11 and have an intermittent problem where the email is generated with a blank body.  This happens at irregular intervals in about 3-4% of cases.  It occurs in a number of different emails that are generated by a number of different workflows.  So it is not limited to just one specific workflow.

The worflow step to create the email is the "Create Record" and the record type is email.  We do this as we want to review each email prior to it being sent.  The email is then assigned toa  Queue.

The email body is created by the workflow and contains a link to an image which forms the header of the email.

The rest of the body is made up from ordinary text and field values from the related record.

There are no reported events in any of our CRM servers.

Tracing the workflow execution where the blank email body is created shows that it fails to generate the body during the "Create Record" step.

Any suggestions or questions to help me investigate this further?
