Why are my User's screen in Arabic

Hi,

I am just getting started with CRM 2011 and I have created a Business Unit, setup the Security Roles, created some users, and sent them a invitation.

So when my new users login, the screen is in what looks like Arabic, and the only language I believe I have installed is English.  When I have them try

File --> Options

They get a permissions error.

So I guess I have two questions

What security option do I need to turn on so a user can go File-->Option?

Why Arabic?
