Access rights to move an opportunity to the next sales stage

Hello,

I am using Microsoft Dynamics CRM for Office 365 package. Currently, when opening an opportunity, every user (with access rights to edit the opportunity) seems to have the access rights to click the "Next Stage" button at the top right corner of the screen and change the Sales Stage.

Is it possible to make changes to this, perhaps through editing security roles? More precisely to make it so that certain users (e.g. sales personnel) would have this button disabled, and only certain users (e.g. System Administrator) would have the rights to change the Sales Stage.
