Create a new field

I would like to ask that how can we create a field whose text type is numeric and length of data type is not more than 10 characters.??

and second thing can we do the customization to the already existing field with the name "mobile phone" data type from "text" to "numeric" in dynamics  and put the limit of not more than 10 characters CRM 2011.
