Creating a 1 to Many relationships

Not sure if I'm doing this right or not when I created a 1 to Many

this is what I did.

1. I went to the Entity (Test Fixture Returns)

2. selected 1:N Relations

3. Selected New 1-to-Many Relationship

4. Saved and closed

5. Open the Forms

6. Selected Navigation and selected Fixture and dragged it to Comments.

7. Saved and Published

8. Closed and then Reopen Forms

9. Click on Fixture and I did not get any records to select.

What I'm I doing wrong
